After Osaka, Kazuma Kiryu ensures Makoto Makimura’s safety in West Park, then uncovers Tetsu Tachibana’s complex past. Once called a “Japanese devil” in China, Tachibana worked in real estate to find and protect his sister. The “Empty Lot” is revealed as a legal inheritance from their grandfather, intended to reunite the family.
Narrative tension peaks with the introduction of Lao Gui, the Dojima Family’s hitman. His reveal confirms Lao Gui as the catalyst for the inciting incident—the Empty Lot murder framing Kiryu. Tachibana’s surrender to the Dojima Family to protect Kiryu shifts dynamics; Akira Nishikiyama (Nishiki) severs ties with the Dojima Family, aligning with Kiryu for the Crescendo Building assault.
