Chapter 12: Reunited – Kazama’s Final Sacrifice
Chapter 12, Reunited, is where the game’s story hits its emotional peak as different plotlines come together. It starts with Kiryu and Haruka heading to Shibaura pier. They hope to meet Shinji’s contact and finally see Shintaro Kazama, the father figure who has been missing since the early part of the game.
When they reach the wharf, Kiryu finds Kazama waiting on a yacht that Terada from the Omi Alliance provided. During an important conversation, Kazama reveals the truth behind the game’s main mystery. He explains that “Mizuki” was a false identity made for Yumi Sawamura to protect her after she lost her memory in 1995.
Kazama also reveals who Haruka’s parents are: she is Yumi’s daughter, and her father is Kyohei Jingu, a corrupt politician. The missing 10 billion yen belonged to Jingu, but Yumi and Sera took the money to stop him from using it to take over Japan.

The moment is interrupted when the Shimano Family shows up. Futoshi Shimano, now working with the Omi Alliance to take down the Tojo Clan, tells his men to burn the yacht and capture Haruka. Kiryu has to fight through a huge battle on the docks, taking on Omi-aligned yakuza while Terada tries to get Kazama and Haruka to safety.

Once Kiryu defeats the henchmen, he faces Futoshi Shimano in a final showdown. This boss fight is the ultimate battle between Kiryu and the head of the Shimano Family. After losing, Shimano tries to kill Kazama and Haruka with a grenade. Kazama sacrifices himself by covering Haruka, saving her but getting fatally wounded. Terada then shoots and kills Shimano.

While Kazama is dying in Kiryu’s arms, he makes a final confession that changes how Kiryu sees his own life. Kazama admits he was the hitman who killed Kiryu’s real parents and that he started the Sunflower Orphanage to care for the children of his victims because he felt guilty.
Before he dies, Kazama gives Kiryu Masaru Sera’s will, which names the Fourth Chairman of the Tojo Clan. Kazama’s last request is for Kiryu to go to “Ares” at the top of Millennium Tower to find and protect Yumi, leading up to the final battle.
